Dr Seema Gahlaut Joins the Association of Innovative Educational Research (AIER) as an External Advisor

The Association of Innovative Educational Research (AIER) is delighted to announce that Dr Seema Gahlaut, a globally acclaimed authority in technology security, strategic trade controls, and compliance, has joined its distinguished team.


With over 20 years of experience in research, analysis, training, and outreach, Dr. Gahlaut has equipped government officials and industry leaders from over 70 countries with the tools to navigate complex global challenges. Her expertise spans dual-use and military export controls, CBRN security, sanctions, supply chain security, UNSC Resolutions, and multilateral agreements. 

She has played pivotal roles in designing and delivering customised training programs for officials and industries in China, India, Indonesia, Kenya, Malaysia, Mexico, the UAE, and beyond. These initiatives have addressed STC compliance, maritime sanctions, proliferation finance, and international sanctions, including those on DPRK and Iran.

Dr Gahlaut’s achievements include drafting a 1540-relevant STC law for CARICOM countries and surveying 1540 Points of Contact. Her engagements with Indian bio-scientists and industries explored post-COVID bio-security challenges and opportunities. Additionally, she has strongly advocated for fostering government-industry and government-academia partnerships to secure dual-use materials and technologies, focusing on chemical and biological security, export controls, and intangible technology transfers.

Throughout her career, Dr. Gahlaut has served in leadership roles at Lawrence Livermore National Laboratory, the Henry L. Stimson Center, and the University of Georgia. She has also designed and conducted over 25 sessions of the Security and Strategic Trade Management Academy (SSTMA), influencing more than 2,000 officials globally.

Currently, Dr Gahlaut mentors women in strategic trade controls through the Coalescion project’s Women in STC-Mentorship Initiative (WiSTMI) and researches innovative solutions such as blockchain-enabled compliance tools to enhance technology governance and sanctions implementation.
