Dr Seema Gahlaut is a globally recognised expert in technology security, strategic trade controls, and compliance, with over 20 years of experience. She has trained government officials and industry leaders from 70+ countries, addressing dual-use export controls, CBRN security, sanctions, supply chain security, and UNSC Resolutions.
Dr Gahlaut has designed customised training programs for countries across Asia, Africa, and the Americas and played a key role in drafting a 1540-relevant STC law for CARICOM nations. Her post-COVID bio-security research and advocacy for government-industry-academia partnerships have advanced global security measures, particularly in chemical and biological security and intangible technology transfers.
Previously, Dr. Gahlaut held leadership roles at Lawrence Livermore National Laboratory, the Henry L. Stimson Center, and the University of Georgia. Currently, she mentors women in strategic trade controls through the Coalescion project and explores blockchain-enabled compliance tools to strengthen sanctions implementation and technology governance.
